There is no state property tax in Texas at all — the Comptroller's own words. Every dollar of it is levied by counties, cities, school districts and special districts, each setting its own rate on the same appraised value, which is why two houses worth the same a few miles apart can carry very different bills. School districts, the largest slice, must exempt the first $140,000 of a residence homestead's value under Tax Code section 11.13(b), and other taxing units may exempt up to a further 20% of appraised value with a $5,000 floor. That exemption is the reason the Texas trade favours owner-occupiers over landlords and renters: it attaches to the home you live in, and a renter gets none of it while still paying it through the rent.
